The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. Pp. xii + 330.Modern scholarship on the Tao Te Ching has tended to focus on questions of authorship and the intended meaning of the text, often working from both the unquestioned assumption that matters of origination are of primary historical importance and the quasi-theological (...) bias that the original textual meaning is somehow the "right" or authoritative one. But the role of the Tao Te Ching in Chinese history and culture, as well as that of its purported author, is a much more complex affair. The text has been the subject of more than seven hundred commentaries and has been appropriated by vast networks of scholars, government officials, self-conscious religious communities, and laypeople, while Lao Tzu himself has undergone a fascinating history of deification and aesthetic representation. With Lao-tzu and the Tao-te-ching, editors Livia Kohn and Michael LaFargue take steps toward filling in some of the complicated (and much overlooked) post-canonical history by assembling essays on subjects ranging from the ritual uses of the text to modern hermeneutic experiments. The volume includes nine new essays, as well as three older ones reprinted or translated from earlier sources.The book is organized in four sections—"Ancient Myths," "Chinese Interpretations," "Modern Readings," and "Critical Methods"—although there is noticeable [End Page 625] overlap among the parts. The twelve essays are of varying quality and of varying use for different readers. Some of the material is highly technical and presupposes a sinological audience, while other material rehearses data that should already be familiar to scholars of ancient Chinese philosophy but may be tremendously useful to those who are interested in the text but lacking the scholarly background. One case of the latter is Julia Hardy's "Influential Western Interpretations of the Tao-te-ching," which does not especially break new ground but is a wonderful historical synopsis of Western scholarship on the text, as it meticulously identifies the key interpretive voices and sorts out their positions. Hardy gives only brief attention to the earliest eighteenth- and nineteenth-century scholarship—omitting, for example, any mention of Victor von Strauss' 1870 German rendition—which might actually have been most edifying for specialists. LaFargue and Julian Pas' "On Translating the Tao-te-ching" is essentially a primer on hermeneutic problems relevant to the text that serves as an intelligent corrective to the uncoordinated body of Taoist materials available to novice readers.What may be most clear from several of the essays taken in tandem is that the popular Western "mystical" reading of the text not only is one of many historical interpretations but is also very much heir to Wang Pi's intellectual lineage. In "A Tale of Two Commentaries: Ho-shang-kung and Wang Pi on the Lao-tzu," Alan K. L. Chan notes how such standard tenets as the spiritualized metaphysical understanding of Tao, the relationship between nonbeing and creativity, and the identification of naturalness and nonaction with spontaneity originate with Wang Pi but are nowhere to be found in the earlier Ho-shang-kung reading. The latter employs typical Han dynasty correlative cosmological interpretive methods, referring to naturalness as the preservation of energies in the physical body and to "the One" not as an abstract metaphysical oneness but as "the original substance of life itself, energy in its most pure and potent form" (p. 93). According to Isabel Robinet's "Later Commen-taries: Textual Polysemy and Syncretistic Interpretations," the panoply of text interpretations falls into roughly three categories—"technical or specialist readings," "philosophical exegeses," and "inner alchemy interpretations," which she then proceeds to divide further into "philological" and "ideological" readings. This is all further complicated when one considers the Tao Te Ching not as a strictly philosophical text but as a collection of polemical aphorisms, as LaFargue does in "Recovering the Tao-te-ching's Original Meaning: Some Remarks on Historical Hermeneutics," or as a ritual, liturgical or meditative aid, as Kohn does in "The Tao-te-ching in Ritual."Lao-tzu and the... In this paper an attempt is made to provide an analysis of the meaning of the term function and related terms as they are used by R. K. Merton in the first chapter of his book Social Theory and Social Structure. Several problems are suggested which must be solved if statements about functions are to be considered scientifically adequate. Secondly the term functionalism is defined and several of Merton's functionalist explanations of social phenomena are stated and criticized.

For those to whom John Bowring's name means anything, the most likely association with it is the complex and question-begging term ‘Benthamite’. Contemporaries certainly used the term, particularly when they wanted to suggest that his actions were narrowly ideological or theoretical. But to some of Bowring's contemporaries another association served hostile intent almost as well: his Unitarianism.

This paper implements the continuous Hindi Automatic Speech Recognition (ASR) system using the proposed integrated features vector with Recurrent Neural Network (RNN) based Language Modeling (LM). The proposed system also implements the speaker adaptation using Maximum-Likelihood Linear Regression (MLLR) and Constrained Maximum likelihood Linear Regression (C-MLLR). This system is discriminatively trained by Maximum Mutual Information (MMI) and Minimum Phone Error (MPE) techniques with 256 Gaussian mixture per Hidden Markov Model(HMM) state. The training of the baseline system has been done using (...) a phonetically rich Hindi dataset. The results show that discriminative training enhances the baseline system performance by up to 3%. Further improvement of ~7% has been recorded by applying RNN LM. The proposed Hindi ASR system shows significant performance improvement over other current state-of-the-art techniques. (shrink)

The essay begins by the author's recollections of his younger days when people were seldom worried about moral decline in society. Today, however, it has become a real concern. Literature, philosophy, spiritual works are all essentially a celebration of human values. The paper examines the issue of scale of graded values as against that of absolutist universal values. A scrutiny of English literature reveals that some key literary figures in eighteenth-nineteenth century England drew attention to the decline of human values (...) accompanying increasing industrialization. The author discusses his own views on the management and role of human values in it, as also on human values and man's divine nature. He discusses the leader's role and an action programme for human values. The universality of Vedantic monism, and its triple idealism, is suggested as a basis for the regeneration of human values. The World Medical Association’s revised Declaration of Helsinki endorses the view that all trial participants in every country are entitled to the worldwide best standard of care. In this paper the authors show that this requirement has been rejected by every national and international committee that has examined this issue. They argue that the consensus view now holds that it is ethically permissible, in some circumstances, to provide research participants less than the worldwide best care. In this paper, the author argues that the requirement to conduct randomised clinical trials to inform policy in cases where one wants to identify a cheaper alternative to known effective but expensive interventions raises an important ethical issue. This situation will eventually arise whenever there are resource constraints, and a policy decision has been made not to fund an intervention on cost effectiveness grounds. It has been thought that this is an issue only in extremely resource poor settings. This article discusses common ethical and practical considerations in psychosocial and behavioral research in healthcare. Issues such as appropriate objectives and intent, risk-benefit ratios, research design, and human subject protection are explored. The burden of ethical research design and implementation is placed on the investigator, rather than relying solely on institutional review boards to judge individual projects. The benefit of acquisition of knowledge must be balanced against the burdens of the research on society in general and human subjects specifically. Scientific (...) replication of research is encouraged, unnecessary duplication defined and discouraged, and benefits of true collaboration outlined. Investigators are advised to consider the context, intent, purpose, implementation, and use of information when developing research. The concept of “researcher myopia” is defined as a common stumbling block. It is suggested that academic researchers also look to other disciplines, such as industry, for examples of research that is concise, cost-effective, and reliable. (shrink)
